Since the reform of the economy in Liaoning Province, its economic development has lagged behind and its ranking in the national economy has been constantly shifting back and forth. There have been lots of discussions in this regard over the past few years. After the 14th CPC National Congress, people gradually came to a consensus that in the light of the slow development of Liaoning’s economy, the state-owned large and medium-sized enterprises have not yet fully realized their livelihood.
