传统的政府环境管理措施在农村环境保护中的失灵,促使我们不得不寻求新的途径来应对日益严重的农村环境问题,而现实是,用以弥补政府失灵的市场机制,在农村环境保护中却往往缺失。文章从环境资源权属、农业资源价格、农业生态补偿、排污权交易及环境税费五个方面来论述市场机制在农村环境保护中的缺失。
The failure of the traditional government environmental management measures in rural environmental protection has forced us to seek new ways to deal with the increasingly serious rural environmental problems. The reality is that the market mechanism to make up for the government failure is not the only one in rural environmental protection Often missing.
