自2012年初,国家七部委联合发布的《下一代互联网“十二五”发展建设意见》以来,国内三大运营商已逐步完成分阶段的发展规划,其中《意见》明确提出运营商发展时间表:“2013年年底前,开展IPv6网络小规模商用试点,电信运营企业的域名服务器基本支持IPv6访问与解析,电信运营企业新开展的业务基本支持IPv6,新增上网固定终端和移动终端基本支持IPv6。
