从党的十八届三中全会提出“财政是国家治理的基础和重要支柱”的重要论断,到《深化财税体制改革总体方案》公布、预算法完成大修,新一轮财税体制改革正在稳步推进。顺应全面深化改革形势,各地积极探索地方财税体制改革。安徽作为我国改革发源地之一,历来具有改革创新、敢为人先的精神。安徽财政部门牢固树立四种理念,科学谋划,突出重点,有序协调,全面深入推进各项财政改革。牢固树立全面深化改革理念。坚持问题导向。以亟待解决的重要问题为提领,把每一项工作的问题梳理出来,分析原因,完善政策,创新举措,建章立制。
From the Third Plenary Session of the 18th CPC Central Committee, we put forward the important conclusion that “finance is the foundation and important pillar of state governance.” When the “Overall Plan for Deepening the Reform of the Fiscal and Taxation System” was announced, the budget law was overhauled and a new round of fiscal and taxation system reform was under way. Steady progress. Conforming to the overall situation of deepening the reform, all localities and cities will actively explore the reform of the local fiscal and taxation system. As one of the birthplaces of our country’s reform, Anhui has always had the spirit of reform and innovation and pioneering spirit. Anhui’s financial department has firmly established four concepts, scientifically planned, focused, ordered and coordinated, and comprehensively and thoroughly promoted various fiscal reforms. Firmly establish the concept of comprehensively deepening reform. Adhere to the problem-oriented. With the urgent need to solve the important issue as a reference, to sort out the problems of each work, analyze the causes, improve policies, innovations, establish the rules and regulations.
