改革开放20多年来,我国在利用外资方面取得了长足的进展,对国民经济的快速发展和综合实力的增强起到了积极的作用。特别是1992年小平南巡之后,外国在中国的直接投资增长十分迅速,中国利用外资的结构由以往的对外借款为主演变为外资直接投资为主,外商投资也正在从分散、小型化为主逐步转变为集中、大型化为主。随着世界经济一体化进程的加速以及跨国公司直接投资的增多,我国利用外资的实践面临着新形势,出现了一些新情况、新问题,社会上对利用外资的利弊得失产生了一些看法和争论。因此,认真总结我国利用外资的经验,客观评价外国投资在我国市场经济建设中的地位和作用,澄清对利用外资的一些模糊认识,特别在我国加入世贸组织大局已定的情况下,进一步明确我国利用外资的长期战略并相应调整部分相关政策,是一项很有意义的紧迫工作。

Some new situations and new problems have emerged. There are some views and controversies in society about the pros and cons of utilizing foreign funds . Therefore, we earnestly sum up the experience of using foreign investment in our country, objectively evaluate the status and role of foreign investment in the construction of the market economy in our country, clarify some vague understanding of the use of foreign investment, and further clarify the situation of our country The long-term strategy of utilizing foreign investment and corresponding adjustment of some relevant policies is a very significant and urgent task.
