随着中国城市化进程的不断推进,大量流动人口进入城市。这一群体在促进城市经济发展和社会进步的同时,也给城市建设、社会治安和公共服务等诸多方面带来了一定的压力,如何对城市流动人口进行服务管理成为政府相关部门创新社会治理的重要内容之一。针对当前中国城市流动人口服务管理工作中存在的管理理念滞后、服务意识欠缺、管理手段不科学等问题,从多中心治理的视角出发,提出充分发挥政府、社区、社会组织、社工机构、自组织和流动人口自身等多元主体的作用,创新城市流动人口服务管理机制,实现对流动人口的科学管理和有效服务。
