2015年的国际残疾人日刚刚过去不久,今年国际残疾人日的主题为:“包容至上:赋予所有残疾人无障碍设施和权能”。据估计,全球现有10亿残疾人,他们在出行,就业,经济社会,政治参与等方面的资源要远远小于我们。保护和实现残疾群体的权利是政府、社会义不容辞的责任。本文介绍了主要国际组织和主要国家政府的经验做法,提出我国政府应与残疾人组织建立沟通对话机制、与金融机构和企业建立合作关系、与相关非政府组织加强联系、发展社区居家助残功能。
Shortly after the 2015 International Day of Persons with Disabilities, the theme of this year’s International Day of Persons with Disabilities is: “Be inclusive: empower all persons with disabilities, access and empowerment.” It is estimated that there are 1 billion disabled people in the world and their resources for traveling, employment, economy and society, political participation and so on are far less than ours. The protection and realization of the rights of disabled groups are the unshirkable responsibility of the government and society. This paper introduces the experience of major international organizations and major national governments. It proposes that our government should establish a communication and dialogue mechanism with organizations of disabled persons, establish cooperative relations with financial institutions and enterprises, strengthen ties with relevant non-governmental organizations and develop the disabled function of community home.
