时光荏苒,历史的表盘进入21世纪。在市场经济体制普遍确立、经济全球化程度不断加深的今天,各国法律的发展不再是孤立封闭的法律现象,而已演变为开放且包容的国际化过程。世界各国在政治、经济、文化、法律等领域进行着频繁的交流与协商、借鉴与吸收、依赖与合作,业已成为人所共知的时代特征。基于这一时代大背景,各国法律包括刑法也在不断彼此借鉴吸收、交流合作,国际化趋势日益明显。国际恐怖主义活动肆虐、大规模杀伤性武器泛滥等问题凸显,让世界各国在共同打击犯罪的道路上任重道远,刑法发展国际化趋势已不可逆转。
Time flies, the history of the dial into the 21st century. At a time when the market economy system is generally established and the degree of economic globalization deepens, the development of laws in various countries is no longer an isolated and closed legal phenomenon, but has evolved into an open and inclusive process of internationalization. It has become a well-known characteristic of the times that all countries in the world conduct frequent exchanges and consultations in the political, economic, cultural and legal fields, drawing on and assimilating, relying on and cooperating with each other. Based on the background of this era, the laws of various countries, including criminal law, are constantly learning from each other to absorb, exchange and cooperate with each other, and the internationalization trend has become increasingly evident. The rampant international terrorist activities and the proliferation of weapons of mass destruction have highlighted the issue that all countries in the world have a long way to go before they jointly crack down on crimes. The trend toward internationalization of criminal law has become irreversible.
