党的十六届四中全会把构建社会主义和谐社会作为加强党的执政能力建设的总体目标和主要任务之一,对新时期党的建设提出了更高的要求。党的十六届六中全会对构建社会主义和谐社会又做出了全面部署,和谐校园的建设是社会主义和谐社会建设的重要组成部分,党的先进性建设是和谐校园建设的前提条件和基本保证。如何发挥党组织和广大党员在和谐大学校园建设中的作用,通过党的先进性建设推动和谐校园建设,成为高校和谐校园建设中的一个重要课题。
