知识商品化下公共期刊数据库的建构:以台湾期刊论文索引系统为例

本文以台湾的公共期刊数据库——“期刊论文索引系统”——的建构为例,针对期刊知识商品化的形成过程进行历史文献分析,辅以对《新闻学研究》、《教育与心理研究》等期刊主编的深度访谈,试图解析知识商品化的后果。研究发现:期刊论文在数字化的过程中,技术问题并非首要难题,反而是庞大的授权业务和行政工作让这些发行期刊的单位没有能力应付。再加上台湾当局没有给予这些单位资源协助,因而这些单位只好将相关业务交由商业数据库公司处理,而后者也就得到了独家贩卖这些知识资源的权利。其后果是原本作为主要获取管道的公共数据库,其角色逐渐被商业数据库取代,而一般群众也无法免费地使用这些受到公共经费挹注的研究。 This paper takes the construction of Taiwan’s public periodical database - “Journal Paper Indexing System” as an example, analyzes historical documents for the forming process of periodical knowledge commercialization, and complements the research on journalism research, education and psychology Research "and other periodical editor in-depth interviews, trying to resolve the consequences of the commercialization of knowledge. The research found that in the process of digitization, the technical issues are not the primary problem in periodical essay. Instead, the huge authorized business and administrative work make the units of these periodicals unable to cope. Coupled with the fact that the Taiwan authorities did not provide these units with resources to assist them, these units had to hand over their business to commercial database companies and the latter had the exclusive right to sell these intellectual resources. The consequence is that the public database, which was originally the main conduit for access, has gradually been replaced by a commercial database, and the general public can not use these publicly funded research for free.
