第一条本办法除遵照一九四九年十一月二十六日中央人民政府政务院颁布「任免各级工作人员暂行办法」执行外,系依据中南军政委员禽民政部民干字第○○二三六号为函复「省府厅下局科长暂由省府自行任命呈报中南军政委员会备案」的通知,针对本省目前实际情况制定之。第二条任免行政人员之批准权限与程序:(一)暂由省人民政府任免并报中南军政委员会备案下列人员:1.省府直属各厅、院、局、行下之局、处、科长及其副职并其它与以上各职同级之人员。2.行署、专署、省辖市之处、局、院、科正副处、局、院、科长及其它与以上各职同级之人员(行署、省辖市、专署之公安处局正副处局长,仍报中南军政委员会任
