各专、市、县(旗)长:省府在去年一月颁发了「报告、请示、工作计割、总结、批答制度」的规定后,一年来各专、市、县(旗)一般的均按时向省府作了综合性工作报告,密切了上下级工作联系,充实与健全了省府领导。省府对报告及请示之批答,也存在有不及时,不深刻的缺点,但部份市县由于对报告制度认识不足,对综合性工作报告的本质体会不够,在执行上仍存在着不同程度的缺点,其主要的表现在:
