首次由国务院组织召开的全国乡镇企业工作会议于1997年1月14日至15日在北京召开。中共中央政治局委员、书记处书记、国务院副总理姜春云到会并做了题为《推进两个转变,提高企业素质,确保乡镇企业持续快速健康发展》重要报告。姜春云强调指出:要积极推进乡镇企业的两个根本转变,努力提高乡镇企业的整体素质,把企业经营、管理、技术、产品、销售、服务提高到一个新水平,以适应市场的需要,确保乡企持续、快速、健康发展。中共中央政治局候补委员、书记处书记温家宝,国务委员宋健、陈俊生出席会议。中共中央、全国人大、国务院有关部委的负责同志和各省、市、自治区主管乡镇企业工作的副省长、副市长及计委、财政厅、乡企局等单位负责同志参加了会议。
