To guarantee and regulate the construction of socialist spiritual civilization and to make systematic provisions on the construction of socialist spiritual civilization is a major feature of the current constitution. This characteristic shows both the great distinction from the foreign constitution and the first time since the founding of New China wrote the concept of “socialist spiritual civilization” into the constitution. Before that, some constitutions did not have any systematicness about the construction of spiritual civilization
