深入实施西部大开发战略,建设绿色经济强州、民族文化强州、落实“富民安康”工程,是实现甘孜州跨越式发展的关键所在,是全州各族群众福祉所在,是民族团结和藏区安宁所在。农村党的基层组织是农村各项工作和各项组织的领导核心,是实现对农村工作领导的重要组织基础。其执政能力的强弱直接关系着农村的改革、发展和稳定,关系着党在农村执政地位的巩固,关系着“富民安康”建设的成败。笔者分析了甘孜州农村基层党组织执政能力现状,并就如何加强农村基层党组织执政能力建设,提高服务能力和水平,为“富民安康”建设提供坚强的政治组织保证进行了探讨。
