为积极应对当前全省工业经济发展面临的复杂形势,湖南省以2012年1号文件颁布了《关于切实改善企业运营环境促进工业经济平稳较快发展的若干意见》,就切实改善企业运营环境,促进全省工业经济平稳较快发展,出台了10章共31条具体措施,帮助企业解决面临的突出困难和问题。其中,针对当前企业最为突出的市场快速收缩、要素供需矛盾突出、小微企业发展艰难等困难,《意见》提出的一系列的政策措施可圈可点。
