迤逦青云山,绵延数十里,在海拔最高的“海眼井”周围,建有山东省著名的旅游风景区青云山民俗游乐园的西北部,有一个280户,1091人的村庄,名叫大沙埠。近年来,该村以惊人的发展速度迅速崛起,成为青云山下,汶水之畔一颗璀璨的明珠。2003年,全村实现经济总收入1246万元,农民人均纯收入4000多元,先后荣获“全国科教兴村计划”省级示范单位、安丘市优秀基层党组织等荣誉称号。人们说,大沙埠村能有今天的辉煌,都是张克明及村“两委”带领群众科学发展的结果。大沙埠村紧靠青云山,东南两面是丘陵,西、北两面为平原。过去,群众在丘陵地里栽地瓜,平原地里种小麦、玉米,种植结构单一,效益低下。2001年底,时任村委主任的张克明以多数选票当选为村党支部书记,第二年初,又继续当选为村主任。“一肩挑”后,他感到肩上的担子更重了。他上任后的第一件事就是带领村两委干部和群众树立科学的发展观,因地制宜,合理规划,确定了“丘陵烟果棉,平原粮菜苗”的发展思路。依托潍坊烟草
