建立乡镇联合档案室,是《中华人民共和国档案法》颁布以来的又一重大举措,是为适应改革开放,促进乡镇经济发展的重要手段,是各级档案行政管理部门把工作落实到最基层、最富成效的神圣职责;也是为乡镇机关和乡各直属单位保护历史,贮存信息走向市场,描绘宏图的重要依据。笔者根据《湖南省乡镇档案管理办法》的要求,参与了我区乡镇联合档案室的建设。在建设中,深刻体会到:要使这项工作迅速、健康地发展起来,必须处理好四方面的关系:

It is an important means for the archives administrative departments at all levels to carry out their work to the most basic level, The most fruitful and sacred duty; but also for the township agencies and township units directly under the protection of history, storage of information to the market, an important basis for portraying Hongtu. According to the author “Hunan Province archives management approach” requirements, I participated in the construction of township joint archives. In the process of construction, we have profoundly realized that for this task to develop rapidly and healthily, we must handle the relations in all four aspects:
