1999年11月16日,交通部、国家经贸委发出《关于进一步加强乡镇船舶交通安全管理责任制的意见》,主要内容是:一、乡镇船舶交通安全由地方各级人民政府负责。各省、自治区、直辖市人民政府应针对本地区乡镇船舶交通安全方面存在的问题,加强对乡镇船舶交通安全工作的领导,明确分工,制定有关方针、政策、法规或规章,全面落实各级人民政府特别是县乡人民政府乡镇船舶交通安全管理责任制。
On November 16, 1999, the Ministry of Communications and the SETC issued the Opinions on Further Strengthening the Responsibility System for Traffic Safety Management of Township Ships. The main contents are as follows: 1. The traffic safety of township vessels is the responsibility of the people’s governments at all levels. People’s governments of all provinces, autonomous regions and municipalities directly under the Central Government should, in light of the problems existing in the traffic safety of township vessels in their respective districts and towns, strengthen their leadership over the traffic safety of township vessels and clarify the division of labor and formulate relevant guidelines, policies, rules and regulations, and fully implement the special Township People’s Government township ship traffic safety management responsibility system.
