随着社会主义新农村建设日益受到重视,从各级政府到政策性银行、商业银行、农村信用社等,都加大了对新农村建设的资金投入,新农村建设“钱从哪里来”的难题正在逐步得到缓解。而与此相关联的一个问题是,这些支农资金应该“怎么用”,如何才能使这些宝贵的支农资金发挥最大的效益?这应是新农村建设中另一个值得深思和探寻的问题。本期“一线话题”选取的重庆黔江区政府支农资金整合、四川省资阳市的“六方合作”模式和四川省西昌市的“整县推进”试点三个案例,就是创新支农资金投入机制,提高支农资金使用效率的有益尝试。
