为了识别高速公路收费政策公众态度的主要影响因素及内在机理,依据问卷调查数据,在探索性因子分析的基础上构建了包含政府信任、政策认知、感知价值、综合服务质量感知4个感知维度的高速公路收费政策公众态度感知概念模型,并运用验证性因子分析方法和结构方程模型进行了实证检验。研究结果表明:政府信任与公众态度的相关性最强,感知价值对公众态度影响显著;政策认知和综合服务质量感知对公众态度没有显著的直接影响,但政策认知显著影响政府信任,综合服务质量感知显著影响感知价值;政府信任和政策认知受公众参与程度和收费公路信息公开质量的影响较大,感知价值受高速公路通行服务的方便快捷和安全可靠程度影响较大,综合服务质量感知受服务区的服务体验和获取路况信息的便利性影响较大。
In order to identify the main influencing factors and internal mechanisms of public attitudes toward expressway charging policy, based on the survey data, four perception dimensions including government trust, policy cognition, perceived value and integrated service quality perception are constructed on the basis of exploratory factor analysis Highway toll policy public attitude perception conceptual model, and the use of confirmatory factor analysis and structural equation model empirical test.
