通过对全国第二批农村改革试验区——信阳市的深化集体林权制度改革进行探索,从“三权分置”林权管理新模式、建立林业要素市场服务新体系、公益林管理经营新机制、建立林权流转新制度等4个方面进行深化改革探索,并对深化改革中已实施的工作进行实践分析,最后对深化改革中政府部门需要注意的事项,提出了对策与建议。
