党的十三届三中全会提出的治理经济环境,整顿经济秩序,全面深化改革的方针,反映了我国当前客观经济发展过程的实际,是完全正确的。我认为,治理经济环境,整顿经济秩序,要从宏观和微观两个方面进行。从微观讲,要围绕提高企业经济效益,进一步深化企业内部改革,建立起能适应商品经济和现代化大生产的企业内部生产经营机制。当前,应从优化企业内部管理入手,完善企业内部各种经济责任制,整顿生产经营秩序,建立企业内部管理的权威,实现企业内部生产经营的有序性。
The policy of governing the economic environment, rectifying the economic order and deepening the reform in an all-round way proposed by the Third Plenary Session of the 13th CPC Central Committee reflects the reality of the current objective economic development in our country and is entirely correct. In my opinion, to govern the economic environment and rectify the economic order should proceed from both the macro and micro levels. From a micro perspective, we should focus on improving the economic efficiency of enterprises, further deepen the internal reform of enterprises, and establish an internal production and operation mechanism that can adapt to commodity economy and modernized large-scale production. At present, we should start with optimizing the internal management of enterprises, improve various economic responsibility systems within enterprises, rectify the order of production and management, establish the authority of internal management of enterprises, and achieve the orderliness of internal production and operation.
