图书馆实行免费服务,是公共图书馆服务宗旨与服务理念的回归,是图书馆事业发展的必然趋势,是保障人民基本文化权益的一项必要措施。其进一步发挥了公共图书馆知识的传播以及文明社会的传承等职能,是确保公民人权和社会大众教育文化权的一项重要保障。在此首先阐述了公共图书馆实行免费服务的必要性,并对公共图书馆免费服务面临的挑战进行深入分析,进而提出相应解决的对策和办法。
The implementation of free service in libraries is the return of service aims and service concept of public libraries. It is an inevitable trend of the development of libraries and an essential measure to protect people’s basic cultural rights and interests. It further functions such as the dissemination of public library knowledge and the inheritance of civilized society, and is an important safeguard for ensuring the human rights of civilians and the educational and cultural rights of the general public. First of all, it expounds the necessity of implementing free service in public libraries, analyzes in depth the challenges that free public libraries face, and then puts forward corresponding solutions and measures.
