刘淇在讲话中充分肯定了本市国有企业改革与脱困的“三年两个目标”所取得的成果。经过本市190户国有大中型骨干企业广大干部职工的共同努力,圆满完成了党中央、国务院提出的国有企业改革与脱困“三年两个目标”的任务。到2000年底,本市国有企业的扭亏面达到80.7％,亏损面降到了20％以下,有80％的国有大中型骨干企业实现改制。“三年两个目标”的实现,也为我们进一步搞好国有企业增添了动力,增强了信心。
In his speech, Liu Qi fully affirmed the achievements made in the “three-year and two-goals” of the reform and the destitution of state-owned enterprises in the city. Through the joint efforts of 190 cadres and workers of large and medium state-owned backbone enterprises in this city, the task of reforming the state-owned enterprises and turning around the difficulties of “three years and two goals” put forward by the Central Party Committee and the State Council has been successfully completed. By the end of 2000, the state-owned enterprises in this city had reached a loss-making deficit of 80.7% and a loss of less than 20%, with 80% of state-owned large and medium-sized backbone enterprises restructuring. The realization of “two goals in three years” also added impetus to our further improvement of state-owned enterprises and enhanced our confidence.
