如何重新认识城市规划设计潜伏的致灾隐患呢?建筑物的安全,应该说一直是规划设计界所关注的。无论是规划师、建筑师、工程师,一直实践着按国家规范及设计标准完成项目设计,可以这么说,常规条件下项目设计是安全的。然而,对于人们尚不知晓的灾害,过去的规范在客观上就存在欠缺。进一步讲,由于城市化进程的加快,城市规模越来越大,大城市已愈发脆弱。过去安全的系统可能会失稳,过去完善的设施可能会成为摆设或不安全的。
How to re-understand the potential hazards of urban planning and design? The safety of buildings should always be the concern of the planning and design community. No matter planners, architects or engineers have been practicing designing projects according to national norms and design standards, it can be said that project design is safe under normal conditions. However, for disasters that people don’t know about, past norms are objectively flawed. Furthermore, due to the acceleration of urbanization and the growing size of cities, large cities have become increasingly vulnerable. Security systems in the past may be unstable, and facilities that were perfect in the past may become furnishings or unsafe.
