Article 3 The agriculture and forestry administrative departments under the State Council shall be in charge of the work of the national crop seeds and tree seeds respectively. The agricultural and forestry administrative departments of the local people’s governments at or above the county level shall be responsible for the work of crop seeds and tree seeds within their own administrative areas. Article 27 In the event that the ordinary peasants who own and use ordinary peasants have surplus seeds, they may sell and exchange trades in the market place without the need to handle seed business
