随着国企改革的逐步深入,离退休人员的管理问题越来越突出,已越来越不适应形势的要求,形成了“花了钱,未办好事”的局面。国务院已经明确,我国将实现离退休人员管理的社会化。社会化的含义就是把离退休人员与企业分离,让企业轻装上阵,让社会承担起管理离退休人员的责任,主要途径是实行社区管理和建立托老机构。但是,要完全实现这一目标,还有一个较长的过程。
With the gradual deepening of the reform of state-owned enterprises, the management of retired personnel has become more and more prominent. It has become more and more unsuited to the requirements of the situation and has formed a situation in which “money has been spent and no good has been done.” The State Council has made it clear that our country will realize the socialization of retired personnel management. The meaning of socialization is to separate retirees from enterprises so that enterprises can take light and let the society assume the responsibility of managing retired people. The main approach is to implement community management and establish care-and-go-down agencies. However, there is still a long way to go before this goal can be fully achieved.
