美国政府大型卫星采办计划的成本超支和时间延迟问题已得到普遍关注。但一个同样严重的问题——即用以支持美国军事行动的商用宽带卫星容量采购成本不断上升但成功概率不断降低的问题——却几乎没有引起重视。如果该问题得不到解决,美国将面临失去现代战场的关键优势——利用太空能力——的风险。所以,美国必须更好地管理天基通信系统的采办,否则,其优势很快将不复存在。
The cost overruns and time delays of the U.S. government’s large-scale satellite acquisition program have gained widespread attention. But a similarly grave matter - that is, the rising cost of commercial broadband satellites to support U.S. military operations but the ever-lower probability of success - has barely drawn any attention. If this problem can not be solved, the United States will face the risk of losing the key advantage of modern battlefields - utilizing space capabilities. Therefore, the United States must better manage its acquisition of space-based communications systems, otherwise its advantages will soon cease to exist.
