一、创业联合体及其在高层次人才战略中的重要意义近年来,杭州在探索构建和谐社会的实践过程中逐步形成了一种新型的社会组织平台,其生长形态及运行模式不同于长期以来存在的政府——企业二元组织框架,以一些鲜明的特点和传统组织不具备的优势引起了社会各界的关注。我们把这种创新人才领域中的组织平台称为创业联合体,它为探索城市人才的新战略提供了一条新的思路。
