党的十六大召开后,新一届市委提出了上海要成为学习型城市的战略构想。学习,正成为一种时尚。诚然,城市的发展,与市民素质的提升是密不可分的。不断地学习,不断地提升,是城市发展的动力所在。今天上海的学习潮,正是由一波又一波的学习,“充电”浪潮演绎而来的。从上世纪80年代初的“文凭热”、“双补热”,到新世纪初的“证书热”,学习的内涵已经有了螺旋的上升,质的飞跃。而今,不分年龄,无论职业,学习再次成为一种时尚。全民培训,终身“充电”;知识,是人的根本财富这一概念已为广大市民所认同。上海,正朝着学习型城市大步前进。
