五年来的农业财政工作党的十三届四中全会以来,特别是1998年以来,我国农业农村经济发展取得了巨大的成就,农业综合生产能力有了很大提高,实现了农产品由长期短缺向供求基本平衡的历史性转变;农村社会文化、科学、教育等社会事业得到了长足的发展;农民的收入水平和生活质量明显提高。与此同时,各级财政部门认真贯彻中央关于加强农业农村发展的方针政策,创造性地开展财政支农工作,取得了显著的成绩。
