全国图书馆规划在美国已经继续了一百多年了。美国首次对各种形式图书馆的论述和评介是由美国教育部于一八七六年出版的。一八七六年也是美国图书馆协会创办的一年。然而直到一九三八年,由于美国图书馆协会有力建议的结果,才在教育部之内成立了第一个负责正常提供有关美国图书馆现状的情报机构。差不多在同一时期,不断有迹象表明,认为联邦政府,正如他们曾开始对学校所提供的那样,应当给予图书馆以财力上的支持。
National Library Planning has continued in the United States for over a hundred years. The first American discussion and review of various forms of libraries was published by the U.S. Department of Education in 1876. 1876 is also the year that the American Library Association founded. However, it was not until 1938 that the first intelligence agency responsible for the regular provision of the status of the U.S. Library was established within the Ministry of Education due to the strong recommendations of the American Library Association. Almost at the same time, there are constantly signs that the federal government, as they have begun to offer to schools, should give libraries financial support.
