实施10年之久的商品房预售制度正面临前所未有的压力。这一建立在融资基础之上的“中国特色制度”在造就了一大批地产企业巨头和造福数以亿计的城市居民后,开始面对来自各方的责难。央行建言的蝴蝶效应央行8月15日发布的“房地产金融报告”将商品房预售制度再次推向风头浪尖。在这份央行首次针对一个行业专门发布的金融报告中,央行建议“取消现行房屋预售制度,改期房销售为现房销售。”这是进入8月份以来,中央相关职能部门第二次提出“取消商品房预售制度”。
