The Necessity and Importance of Establishing a Community-based Business Start-up Incubation Service Platform The “broad entrepreneurship and innovation” dual-creation strategy proposed by China should create a “larger-than-smaller” pyramid structure for entrepreneurship. The elite entrepreneurship is less and more sophisticated, or it is a reasonable pattern of small and micro ventures, “overwhelming the ground”, and elite entrepreneurship. However, the current allocation of entrepreneurial resources in society and markets is an inverted pyramid structure. That is, a large number of entrepreneurial resources are flowing to the spire. There are tens of millions or even hundreds of millions of dollars in startup projects. Some excellent startup incubators are only located in science and technology parks, industrial areas, business centers, and universities.
