Exploration strategy is the major issue that brings the overall situation in the process of exploration and implementation. Based on decades of work experiences, Chen Husheng elaborated the ten principles that should be adhered to in the implementation of the exploration strategy: (1) persistently focusing on efficiency; (2) adhering to respect for reality; (3) upholding exploration procedures can not be surpassed; and (4) Adhere to rely on scientific and technological progress; (5) adhere to the means subject to the purpose; (6) adhere to the basic information must be taken full allowance;
