哈尔滨卷烟总厂成立于2003年12月30日,是以原百年老厂哈尔滨卷烟厂为主体,对原绥化、海林、穆棱卷烟厂实施重组整合,形成的一个新的法人实体,下辖海林、穆棱、绥化三个卷烟分厂的新型卷烟工业企业。瞎尔滨卷烟总厂现有员工5,072人,其中工程技术人员和专业技术人员714人,中高级职称334人；资产总额26亿元；厂区占地面积55.3万平方米；年生产卷烟70.5万箱,年可创税利14亿元以上,拥有太阳岛、林海灵芝、葡萄等深受消费者喜爱、市场销售前景广阔的产吊牌号。重组整合后的哈尔滨卷烟总厂在中烟实业发展中心领导下,注重改革的重要性、发展的紧迫性、管理的连续性、稳定的必要性,确定了一个思路：即坚定错位经营的思路,咬定生产四、五类烟思路不放松,坚定做好生产四、五类烟核心企业信念不动摇；明确走基地化生产四、五类烟的企业之路,争取由国家烟草专卖局定点生产四五类烟企业变为重点生产四五类烟企业,最后逐步把哈烟总厂建设成为集约化、规模化、专业化、现代化的四、五类卷烟生产和供应基地。 整合后的哈尔滨卷烟总厂的品牌优势、管理优势、资源优势、市场优势、人才优势等得到最大程度地发挥,经过一年多的运行,整合的效应得到充分体现,2004年产量完成：70.5万箱,销量：70.66万箱；销售收入：21.5亿元,较同期的19.06亿元增加2.41乙元,增幅12.19％；税利总额：12.38亿元,较同期的9.27亿元增加3.11亿元,增幅33.55％。其中税金：10.88亿元,较同期的9.18亿元增加1.7亿元,增幅18.52％；利润总额：1.5亿元,较同期的955万元增加1.41亿元,增幅14.7倍。2004年上缴哈尔滨市税金63.213万元,比同期增加22.483万元,增幅55.2％,名列哈市税收排行榜第二名。
