(一)问题的提出 我们在工作和实地调查中发现:一些设计方案合理,设计技术经济指标并不先进的矿山,实际生产时往往达不到设计指标;一些生产矿山产量达不到设计规模,职工人数却猛增。类似情况在我国几乎普遍存在。我们认为,产生这种现象的主要原因之一是矿山人才缺乏,工人素质太差。据近年有关21个重点化学矿山六万多名职工文化程度与技术等级统计,就证明了这一点(见下表)。
