1980年以来,香港与深圳之间建立了紧密的经济合作关系,港深大都会区正在形成。随着深圳高科技产业和服务业的快速发展,香港正面临来自深圳的日益增长的产业竞争压力。本文认为相对竞争和绝对竞争应区别开来。本文以两地机场为例,探讨港深两地的城市发展战略、城际竞争与合作策略。在机场问题上,两地政府与民间都表现出强烈的相对竞争意识。但是,两地是否存在绝对竞争?直至2008年末全球金融危机爆发以前,香港机场的客货运总量持续增长,表明深圳机场的快速发展并未直接损害香港机场的发展。两地机场的未来发展取决于大珠江三角洲地区总体的经济发展和物流需求。基于港深合作与发展的经验,本文提出两条促进大都会区整合发展的战略性建议。
Since 1980, Hong Kong and Shenzhen have established close economic cooperation and a Hong Kong-Shenzhen metropolitan area is taking shape. With the rapid development of high-tech industries and service industries in Shenzhen, Hong Kong is facing increasing industrial competition pressure from Shenzhen. This paper argues that relative competition and absolute competition should be distinguished. This article takes the airports in the two places as an example to discuss the strategies of urban development, inter-city competition and cooperation in Hong Kong and Shenzhen. At the airport issue, both the government and the people in both places showed a strong sense of relative competition. However, is there absolute competition between the two places? Before the global financial crisis broke out in late 2008, the total passenger and freight traffic volume at Hong Kong’s airports continued to grow, indicating that the rapid development of Shenzhen Airport has not directly undermined the development of Hong Kong’s airports. The future development of the two airports depends on the overall economic development and logistics needs of the Greater Pearl River Delta Region. Based on the experience of cooperation and development in Hong Kong and Shenzhen, this article proposes two strategic proposals to promote the integration of metropolitan areas.
