党内监督与人民政协的民主监督的统一性问题是全国政协系统研究的一个共性问题,也是一个重大的理论和实践问题。党内监督和政协民主监督在内容和方式上有着很大区别,但殊途同归,都有着一个共同的重要目的,这就是促进党的建设和政权建设,促进决策的科学化、民主化。问题在于二者如何结合,怎样统一,怎样使政协民主监督对党内监督变得不“多此一举”。
The issue of the unity between the supervision by the party and the CPPCC under democratic supervision is a common problem in the study of the system of the CPPCC National Committee as well as a major theoretical and practical issue. Inner-party supervision and democratic supervision by the CPPCC are quite different in contents and modes. However, they all share the same important purpose. This is to promote party building and political power construction and promote scientific and democratization of decision-making. The question is how to unify the two and how to make the CPPCC’s democratic oversight an integral part of the party’s supervision.
