4月9日,《杭州市房屋建筑工程施工质量投诉处理暂行办法》(下简称《办法》)正式实施。《办法》明确了什么情况下市民可以进行投诉、如何投诉等具体内容。《办法》中还明确规定:房屋建筑质量投诉有期限规定。保修期内,可向建设部门投诉;保修期外,则需找房管部门投诉。也就是说,业主只有在房屋保修期限内,遇到房屋建筑工程质量缺陷时,才能向建设部门提起投诉。按照国家规定,房屋建筑质量最低保修期为2年。拿到房子后,要先检查一下施工质量是否符合工程建设强制性标准以及合同约定。
