Zhejiang Marine Economic Development Demonstration Zone and the construction of Zhoushan Islands New District rose to a national strategy. As a starting point, Zhejiang opened a new journey of maritime economy dream and plowed deep into the blue “Earth ” which is 2.6 times of Zhejiang’s land area. In February 2011, the State Council approved the “Planning of Zhejiang Marine Economic Development Demonstration Zone”, which is the first plan for China’s marine economy demonstration zone. June 30 the same year, the Zhoushan Islands New Zone approved by the State Council set up to become China’s first marine economy as the theme of the state-level new district.
