节能减排可以有效解决全球气候变化问题,实现经济、社会和环境可持续发展的重要战略。尽管存在征税、政府管制等一系列手段,但在市场经济理论基础的指导和发达国家实践过程中,排放权交易是减少温室气体的排放的有效手段。特别是对包括我国在内的发展中国家而言,应尽快建立气候交易机制,在气候交易中占据有利的战略地位,实现节能减排,达到建设资源节约型和环境友好型社会的目的。
Energy-saving emission reduction can effectively solve the problem of global climate change, economic, social and environmental sustainable development, an important strategy.
