[目的]了解山东省疾控机构人力资源状况,进一步加强全省各级疾控机构人力资源的开发利用。[方法]2010年,对山东省省、市、县三级疾病预防控制机构2007~2009年人力资源情况进行调查。[结果]2007~2009年,山东省省级疾病预防控制机构人员编制未满,市级人员编制略有超编;县级编制人数与现有人员总数均有下降,但仍然超编。全省疾病预防控制机构人员中,30岁以下者所占比例,2007~2009年分别为14.29%、14.18%、18.93%;省级为16.43%~21.18%,市级为15.31%~15.96%,县级为13.39%~13.99%。本科及以上学历者所占比例,2007~2009年分别为24.84%、27.43%、30.47%,3年平均省、市、县级分别为59.72%、46.69%、21.92%;高级和中级职称者所占比例,2007~2009年分别为51.12%、51.58%、53.17%,3年平均省、市、县级分别为64.15%、59.41%、49.76%。[结论]山东省疾控机构人员数量有所控制,学历水平有较大提高,但年龄结构有老龄化趋势,职称结构不尽合理。
[Objective] To understand the status of human resources in CDC in Shandong Province and to further enhance the development and utilization of human resources in CDCs at all levels in the province. [Methods] In 2010, the investigation of human resource in Shandong Province provincial, municipal and county levels of disease prevention and control institutions from 2007 to 2009 was conducted. [Results] From 2007 to 2009, the provincial CDC agencies in Shandong Province were under-prepared and the staffing at the municipal level was slightly over-compiled. The number of county-level staffing and the total number of existing staff decreased but they were still overstated. The proportion of people under the age of 30 in the province’s disease prevention and control institutions was 14.29%, 14.18% and 18.93% respectively from 2007 to 2009; from 16.43% to 21.18% at the provincial level and from 15.31% to 15.96% at the municipal level, County level is 13.39% ~ 13.99%. The proportion of those with bachelor’s degree or above was 24.84%, 27.43% and 30.47% respectively from 2007 to 2009, with an average of 59.72%, 46.69% and 21.92% in the three years respectively. Accounting for 51.12%, 51.58% and 53.17% respectively from 2007 to 2009, with the average provincial, municipal and county levels of 64.15%, 59.41% and 49.76% respectively over the three years. [Conclusion] The number of personnel in CDC in Shandong Province is under control and the level of education is greatly improved. However, the age structure has the tendency of aging and the title structure is not reasonable.
