陇东革命根据地时期建立了一整套适应战时需要的全新的司法制度,创造了为新中国所弘扬的“马锡五审判方式”;建国后特别是改革开放以来,陇东人民坚持依法治国基本方略,结合庆阳实际,深入开展普法教育,制定了一大批行政规范性文件,严格推进依法行政工作。
