市管县体制是一项具有中国特色的地方行政区划制度,由于市管县体制的实施,使我国的地方行政层级从三级变成了四级,与当前管理界追求扁平化的趋势背道而驰。通过对市管县体制兴衰发展的历史回顾,然后从行政环境的角度,分析了这一次体制两次兴衰的内在逻辑。
The system of city and county administration is a system of local administrative divisions with Chinese characteristics. Due to the implementation of the system of city and county administration, the level of local administration in our country has been changed from three levels to four levels, which runs counter to the current trend of management in pursuit of flattening. Through the historical review of the vicissitudes of the system of city management and county development, and then from the perspective of administrative environment, this article analyzes the inherent logic of the rise and fall of this system twice.
