第一章總則第一條:爲適應目前農民要求,改善農民生活。恢復與發展生產,特依據中原臨時人民政府新區減租減息條例及湖北省具體情况製定本細則。第二章減租第二條:所有地主、舊式富農及一切機關、學校、禮堂、廟宇、教會等所出租之土地一律按本辦法實行減租。違者除勒令其依本辦法實行減租,將多收租額退還原戶佃外,並依法懲辦。第三條:定租、活租、分租等,一律按原定實交租額減去百分之二十五,即原來實交租糧一石者減去二斗五升,減租後,一般租額(除包租等租佃形式外)最高不得超過土地正產物千分之三百七十五,超過者再減,不及者不得增加。
