农民工返乡为农村社会带来发展动力、传播现代文明、强化民主意识。然而农民工返乡创业面临着诸多困境,自身素养较低,难以满足创业需求、创业资金不足、相关优惠政策较少、创业环境不完善。党的十八大报告提出:“强化农村、城市社区党组织建设”“充分发挥推动发展、服务群众、凝聚人心、促进和谐的作用。”农村基层党组织应发挥其凝聚力,做好三个职能,培训引导职能、组织协调职能和服务职能,为民工返乡创业提供技术支持、精神支撑和重要保障。
The return of migrant workers brings driving force to rural society, spreading modern civilization and strengthening democratic awareness. However, migrant workers returning to their hometown are faced with many difficulties, their own literacy is low, their entrepreneurial needs are hard to meet, their entrepreneurial capital is insufficient, the relevant preferential policies are few, and the entrepreneurial environment is imperfect. The report of the 18th CPC National Congress put forward: “Strengthening the Construction of Party Organizations in Rural Areas and Urban Communities” “Give full play to the role of promoting development, serving the masses, uniting the people and promoting harmony.” The rural grass-roots party organizations should exert their cohesion and do Good three functions, training and guiding functions, organization and coordination functions and service functions, provide technical support, spiritual support and important guarantee for migrant workers returning home business.
