当今世界科技和经济的竞争,最终是人才的竞争,要实现跨世纪的发展目标,必须要有跨世纪的人才。1995年,我们按照党的十四届三中全会提出的要造就一批进入世界科技前沿的跨世纪的学术和技术带头人的要求,把培养和造就跨世纪学术和技术带头人作为专业技术队伍建设中一项重要而紧迫的任务融入全市经济发展的大循环,而这其中,选准培养对象,是实施跨世纪人才工程的基础。
