美国政策学者艾利森指出,在实现政策目标的过程中,方案确定的功能只占10%,而其余90%取决于有效的执行。本文试图从公共政策执行的基础概念、现实状况、公共理性三个维度对公共政策的执行进行探讨。
Allison Schwartz, a U.S. policy scholar, points out that while policy goals are being achieved, the program has only 10% of the functions identified, while the remaining 90% depend on effective enforcement. This article attempts to discuss the implementation of public policy from three aspects: the basic concept of public policy implementation, the actual situation and the public reason.
